AI Adoption Surges Among Dutch Enterprises in 2024

The Hague, Thursday, 27 February 2025.
Approximately 22.7% of Dutch businesses with 10+ employees embraced AI in 2024, marking a 9% rise from 2023. Large companies, notably in information and communication sectors, are leading this growth.
Leading AI Technologies and Industry Adoption
The most widely implemented AI technologies among Dutch enterprises in 2024 are text mining at 13.5% and natural language generation at 12.3%, with both technologies showing remarkable growth from the previous year [1]. The information and communication sector leads the adoption curve, with 58% of companies in this industry now utilizing AI technologies, marking a significant increase from 37% in 2023 [1]. Following closely behind are specialized business services and financial services sectors, with adoption rates of 40% and 37% respectively [6].
Scale-Based Implementation Patterns
Company size plays a crucial role in AI adoption rates, with larger enterprises showing substantially higher implementation levels. Organizations employing 500 or more people demonstrate the highest adoption rate at 59.2%, while smaller businesses with 10-19 employees report a 17.8% utilization rate [1]. This disparity suggests a correlation between organizational resources and AI implementation capacity [6].
European Context and Challenges
Within the EU-27, the Netherlands has secured a notable sixth position in enterprise AI adoption [1]. Denmark leads the European landscape with a 27.6% adoption rate, followed by Sweden, Belgium, Finland, and Luxembourg [7]. For companies that have considered but not yet implemented AI, lack of experience remains the primary barrier, cited by 74.6% of organizations [1]. Privacy concerns are particularly prevalent among larger companies, with over half of businesses employing 100 or more workers identifying this as a significant consideration [1].
Future Implementation Requirements
Looking ahead, a significant regulatory milestone approaches as Dutch workers will be required to demonstrate AI literacy by February 2, 2025 [4]. This upcoming requirement places responsibility on organizations to provide adequate training and awareness programs regarding workplace AI applications, marking a new phase in the country’s digital transformation journey [4].
