A TNO report reveals Dutch municipalities are spearheading AI implementation in public services, with 266 AI applications identified in early 2024. This 60% increase since 2021 showcases the growing role of AI in enhancing public sector efficiency.

A Surge in AI Applications

The TNO report, commissioned by the Dutch AI Coalition, highlights that municipalities lead the way with 105 AI applications, representing 39% of the total. This is a significant increase from previous years and indicates a proactive approach by local governments to integrate AI into their services. Collaborations account for 46 applications (17%), while the central government lags with only 5 applications (1.9%).

Key Areas of AI Deployment

AI applications span various domains, with the most significant being knowledge processing, archiving, and anonymization, accounting for 60 applications. The primary areas benefiting from AI include Organizational and Operational Management, Transport and Mobility, and Public Order and Safety.

Notable examples from the report include an anonymization tool for confidential documents, a registration system in the port of Scheveningen, and a tool aiding fishery inspections to identify illegal nets. Additionally, ministries employ an AI assistant to answer parliamentary questions, and the municipality of Goes uses the chatbot Guus 2.0 to enhance public interaction.

The Association of Netherlands Municipalities (VNG) has established a specialized community for AI and algorithms, facilitating knowledge sharing among municipal employees. This initiative provides practical guidelines for AI governance, responsible procurement, and supplier management, ensuring that AI is deployed ethically and effectively to address societal challenges.
