Netherlands Launches SecFund to Boost Dual-Use Technology Innovation

The Netherlands introduces the SecFund, with an initial budget of €25 million, extendable to €100 million, supporting companies in developing technologies for both civil and defense use.
Bridging the Innovation Finance Gap
The SecFund initiative addresses a critical challenge faced by innovative companies developing dual-use technologies: access to capital. These companies, which serve both defense and civilian markets, often encounter significant barriers when seeking financing, with traditional investors showing hesitation despite the substantial capital requirements [1]. The fund, managed by the Brabant Development Agency (BOM), represents a collaborative effort between the Ministry of Defense, Ministry of Economic Affairs, and Regional Development Companies (ROMs) [1].
Investment Scope and Eligibility
Companies can receive up to €5 million in initial funding per enterprise, with possibilities for follow-up investments based on progress and Defense Ministry interest as a potential customer [1]. The fund targets innovative Dutch enterprises working with advanced technologies, such as LiFi communications and next-generation radio technology [1]. Since its announcement in October 2024, more than seventy companies have expressed interest, with the first investment already allocated to an innovative defense sector company [1].
Regional Innovation Impact
The initiative aligns with broader regional development efforts across the Netherlands. In the eastern region alone, similar innovation support programs triggered €89.9 million in innovation projects and €54.2 million in investments for startups and growth companies during 2024 [5]. ROM InWest, one of the key partners in SecFund’s implementation, manages complementary funds including a €60 million SME fund and a €100 million Transition Fund [6].
Future Outlook and Support Program
To maximize the fund’s impact, a comprehensive support program titled ‘Collaborating with Defense’ will launch on June 4, 2025. This program consists of three interactive workshops designed to guide startups and scale-ups through the intricacies of working with the Ministry of Defense [7]. Applications for funding can be submitted through www.secfund.nl, where companies can complete a quick scan to assess their eligibility [1].
