Dakar, Friday, 23 May 2025.
The Senegal Road Assessment Programme (SnRAP) launched on May 22, 2025, aims to reduce road fatalities by improving road safety standards with evidence-based policies engaging national and international partners.

Collaboration and Objectives of SnRAP

On 22 May 2025, the International Road Assessment Programme (iRAP) in collaboration with the National Road Safety Agency (ANASER) and the Steering Committee of the Ten Step Senegal Project launched the Senegal Road Assessment Programme (SnRAP) in Dakar. This initiative aims to mitigate traffic fatalities and injuries through systematic road assessments and innovative safety standards. The program seeks to achieve at least a 3-star safety rating on roadways, conforming to the global standards set by the United Nations Sustainable Development Goals (UN SDGs) [1][2][5].

Strategic Partnerships and Implementation

The launch of SnRAP underscores a significant collaboration among notable entities such as ANASER, iRAP, and various ministries within Senegal, including the Ministry of Infrastructure and Land and Air Transport, as well as the Ministries of Economy, Education, and Planning. These partnerships aim to operationalize the SnRAP through five critical working groups that focus on technical governance, investments, communication, enforcement and monitoring, emergency response, and research. This collaborative approach intends to address the high incidence of road traffic accidents effectively [4][6].

Anticipated Outcomes and Economic Benefits

With successful implementation, SnRAP is projected to save approximately 1,185 lives annually by achieving the UN SDG target of ensuring 75% of travel occurs on 3-star or better rated roads by 2030. This effort is anticipated to bring about an economic benefit of approximately $417 million USD for Senegal, equating to $18.50 for every dollar spent. Such outcomes exemplify the long-term socio-economic impact of enhanced road safety measures [3][4].

Global Context and Future Prospects

The SnRAP initiative is part of a larger global movement aiming to eliminate high-risk roads worldwide, aligning with iRAP’s mission to prevent more than 3,500 daily road deaths globally. By leveraging best practices and coordinated efforts among international partners, Senegal is poised to transform its road safety landscape profoundly. The ongoing engagement with global road authorities through initiatives such as the PIARC Congress highlights an enduring commitment to sustainable and safe road infrastructure development [2][5][6].
